Philippine business leaders push 20 economic bills ahead of PBBM’s 4th SONA
The Philippine Chamber of Commerce and Industry (PCCI) on Tuesday urged President Ferdinand Marcos Jr. to prioritize 20 key legislative measures in his upcoming State of the Nation Address (SONA), highlighting reforms aimed at digital transformation, infrastructure planning, and regulatory modernization to boost the country’s global competitiveness.
In a formal communication sent to Malacañang ahead of the SONA, PCCI president Enunina Mangio called for the president’s endorsement of policy reforms designed to enhance structural resilience in the economy and unlock long-term, inclusive growth.
“These measures address structural bottlenecks that hinder investment, logistics, rural development, and regulatory efficiency,” Mangio said. “We believe President Marcos’ strong endorsement of these bills during his SONA will help fast-track their passage and demonstrate the administration’s commitment to inclusive and future-ready economic growth.”
The PCCI proposals align with the administration’s development agenda and seek to reinforce ongoing initiatives aimed at accelerating innovation, streamlining business operations, and improving public service delivery. The list includes high-impact bills related to connectivity, governance, trade logistics, agriculture, and workforce development.
One of the group’s top priorities is the passage of the Open Access in Data Transmission Bill, also known as the Konektadong Pinoy Act, which seeks to expand high-speed internet access across the archipelago. The bill supports the full rollout of the Digital Transformation Roadmap and the National Fiber Backbone, both seen as crucial to leveling up the country’s digital infrastructure.
To complement digital priorities, the PCCI is also advocating for the establishment of a National Comprehensive Infrastructure Masterplan, intended to provide a unified and long-term framework for infrastructure investment. The plan would guide both national and local governments in building resilient, strategic projects.
Trade and logistics efficiency also feature prominently in the PCCI’s legislative wishlist. The business group supports the passage of the International Maritime Competitiveness Act and amendments to both the Philippine Ports Authority (PPA) Act and the Civil Aviation Authority of the Philippines (CAAP) Charter, which seek to clarify overlapping mandates and strengthen regulatory oversight.
PCCI also wants to see reforms that will help micro, small, and medium enterprises (MSMEs) scale up. The organization supports amendments to the Magna Carta for MSMEs to improve access to finance, technology, and markets. On the agricultural front, the group is backing measures such as the Blue Economy Act, the Corporate Farming Act, updates to the Agri-Agra Law, and the long-pending National Land Use and Management Act.
Education and workforce development are also on the agenda. The group endorses the Apprenticeship Training System Act and updates to the Dual Training System Act to better align skills development with industry needs. To improve export quality standards, the National Quality Infrastructure Act is also being proposed.
To improve governance and fiscal transparency, the PCCI supports the Budget Modernization and Reform Act and the Customs Amnesty Act. In terms of digital governance, it is pushing for the Cybersecurity Act, E-Governance Act, and Artificial Intelligence Act, which seek to secure and modernize the country’s digital landscape.
The chamber reiterated its commitment to work with the Marcos administration and lawmakers in Congress to push these measures forward in the 20th Congress, emphasizing that timely reforms are critical to economic recovery and long-term competitiveness.
