Persons deprived of liberty (PDLs) remain part of society despite their incarceration, and many continue to showcase their talent through handcrafted products that reflect both their creativity and their journey toward rehabilitation.
Laguna 1st District Rep. Ann Lourdes Garcia-Matibag brought that message to this year’s State of the Nation Address (SONA), carrying a handcrafted bag made by PDLs during the opening of the Second Regular Session of the 20th Congress.
The accessory served as a show of support for rehabilitation and reintegration programs while drawing attention to the craftsmanship of those preparing to return to their families and communities.
“Our PDLs deserve second chance, that’s why they are being reformed,” said Matibag.
According to the lawmaker, the finely crafted bag symbolizes the belief that every person is capable of transformation when given the right opportunities and support. “By using the products they painstakingly create, we restore their dignity,” added Matibag, chairperson of the House Committee on Women and Gender Equality and president of the Zonta Club of Laguna.
Matibag said they continue to push programs focused on livelihood, skills development, and rehabilitation for marginalized sectors.
“These include launching the products made by PDLs in preparation for their return to their families and the society,” she said.
Supporting products made by PDLs, she said, is more than recognizing their craftsmanship—it is also an affirmation of their capacity to reform, rebuild their lives, and contribute meaningfully to society.
By carrying the handcrafted bag during the opening of the House session, Matibag underscored her belief that public service should promote hope, restore dignity, and create opportunities for all.
